FREE PRATIQUE
Masters of vessels arriving at the Port who have a positive answer to any question in the Marine Declaration of Health must notify Port Health prior to arrival if possible.
PORT HEALTH
Suffolk Coastal Port Health Authority is responsible for all aspects of Port Health at the Port.
The Authority undertakes mandatory, routine and random checks of foodstuffs imported from outside the European Union to ensure that the food complies with UK and EU food safety and food standard requirements. Products of Animal Origin are also subjected to veterinary checks to ensure they meet public and animal health requirements. The checks on foodstuffs and Products of Animal Origin may include documentary, identity or physical checks as well as sampling and analysis of the product.
Ship Sanitation Control Certificates and Ship Sanitation Control Exemption Certificates are issued for vessels in the port on request from the agent or master. Masters of vessels arriving in the port must notify the Port Health Authority of any cases of notifiable illness, sickness or
death on board prior to arrival. Port Health Officers will investigate the occurrence prior to health clearance being issued. Vessels may also be subject to periodical food hygiene inspections.
The Port Health Office is situated in Avocet House, Trinity Terminal and is staffed from 0630 to 2200 Monday to Friday and 0630 to 1430 Saturday,
Sunday and Bank Holidays. Outside of these hours, in emergencies only, the duty officer can be contacted via the Port Police Control Room.

HAVEN PILOTAGE & HARWICH VTS
Harwich VTS is operated from Harwich Operations Centre on a continuous 24-hour basis to provide a safe and efficient regime for vessel traffic, and protection for the environment. Harwich Operations Centre also provides the co-ordination and communications centre for the Haven Ports Pilotage Service, and the pilot boarding and landing activities at the Haven (Inner) Pilot Station and the Sunk (Outer) Pilot Station.

Compliance: Pilotage is compulsory for all vessels over 50m in length, except HM Ships.
RADAR
A sophisticated radar surveillance system is in operation with radar coverage of Harwich Harbour and the seaward approaches.
OTHER EQUIPMENT
Harwich VTS is equipped with a very sensitive VHF Direction Finding System able to pin-point and indicate on the radar screens the exact location of any vessel transmitting on the frequency selected. Sophisticated recording equipment allows the radar video sequence and operations VHF conversations to be played back to the Operations room. In addition to measurement at Felixstowe, wind speed and direction information is provided from Harwich.
REPORTING
Masters of vessels entering or departing Harwich Haven are required to comply with the Harbour Reporting Regulations.
The Harwich VTS co-ordinates all vessels, piloted and non-piloted, bound to and from the Haven ports of Felixstowe, Harwich International Port, Mistley, Ipswich and Harwich Navyard.
Notices for arrival and departure for vessels over 50GT are the same for all vessels, irrespective of whether the services of a pilot are required.

Notification is required at least 24 hours before arrival or at a time of leaving last port.

Ships bound for Felixstowe and requiring a pilot, notify Harwich Operations Centre 8 hours in advance, giving ETA at the ‘Sunk’ or Haven Pilot Stations, as appropriate. Also included in the ship’s initial message must be her length overall, gross tonnage, maximum draught, departure port and destination port.
Confirmation of ETA is given on VHF Channel 9 at least 3 hours before arrival at the Pilot Station.
Failure to provide the ETA and subsequent confirmation could result in delay to the ship.
In the case of a ship engaged in the short-sea trade, the initial ETA may be passed at the time of leaving the last port of call, if passage time is less than 8 hours. A ship having complied with the above conditions and then having anchored before embarking a pilot, must give Harwich Operations Centre adequate notice of requiring the services of a pilot. Failure to give such notice could result in delay to the ship.
Requests from inward-bound ships for the services of a pilot from the Rivers Blackwater, Colne, Crouch or Roach may also be passed through Harwich Operations Centre.
DEPARTURE
Outward bound ships, or ships moving within the compulsory area, which require the services of a pilot, shall give at least two hours notice of their Estimated Time of Departure. Within this two hours period, ships are required to up-date Harwich Operations Centre with regard to information on the original ETD and confirm the requirements for a pilot 30 minutes before the vessel’s actual departure time. Masters should be aware that a pilot will not be sent until this 30 minutes notice is given.

BOARDING AND LANDING ARRANGEMENTS
The pilot boarding point for inward-bound ships is within the voluntary pilotage area such that the pilot is boarded in good time before entering the compulsory area.
The boarding position will be agreed with Harwich Operations Centre, having due regard to the size and draught of the ship and the prevailing circumstances.
For ships arriving from the North via the Shipway and ships normally less than 180 metres LOA from the South, the normal pilot boarding point is the "Haven" Pilot Station, which is 2 miles ENE of the Shipway Buoy. Large or deep-draughted vessels normally board their pilots at the "Sunk" Pilot Station 3.5 miles East of the "Sunk" Light Vessel.
Boarding and landing takes place from pilot launches operating from Harwich Harbour. The launches will have the words "Haven Pilots" on the side of the Wheelhouse, fly the pilot flag by day and exhibit lights and signals at night in accordance with Rule 29 of the International Regulations for Preventing Collisions at Sea.
If the pilot launch is unable to operate in the normal locations due to stress of weather, or other unforeseen circumstances, alternative arrangements are advised by Harwich Operations Centre.
The attention of masters is drawn to the application of Sections 15, 16, 17, 18, 19 and 20 of the Pilotage Act, 1987.
PILOTAGE
The geographical extent of the Haven Ports pilotage area is bounded by the following limits:
a) As much of the River Orwell as lies below Ipswich Dock
b) As far up the River Stour as the tide flows
c) To seaward of Landguard Point, the area bounded as follows:
i) In an easterly direction as far as
01 °24.0 E.
ii) In a southerly direction as far as
51°54.5.N.
ill) In a northerly direction as far as 51°57.4.N.
VOLUNTARY PILOTAGE
Harwich Haven Authority also provides pilotage upon request in the area to seaward of the compulsory area as far as a line drawn between the following points:
a) Bawdsey Cliff: Latitude 52°00.N, Longitude 01°26E.
b) Latitude 52°00.N, Longitude 01°41E.
c) Latitude 51°49.N, Longitude 01°41E.
d) Latitude 51°49.N, Longitude 01°15E.
